This report was commissioned by the Alcohol and Drug Policy Institute as part of an initiative to develop a comprehensive system of care for adolescents with substance abuse problems in California. Drawing on national and state data, it focuses on the prevalence of substance use and related problems among youth, and estimates of the need for treatment. The report describes the current treatment system in the state, as well as the attributes of a model substance abuse treatment system for youth, and examines current funding streams and potential opportunities to support a model system.
